The AGK3R catalog is a list of reference stars in the northern hemisphere, between -5° and +90° declination, created essentially to provide reference stars for the reduction of the AGK3 photographic plates to the FK4 system, taken during the years the reference stars were being observed (see below). The program resulted directly from resolutions adopted at the Conference on Problems in Astrometry, held at Evanson (IL, USA) in 1953. Decisions of an organizational nature, the adoption of star list, and the division of the star list among the observers were accomplished at a Conference on Astrometry held at Brussels in 1955. The coordination of the AGK3R work was carried out by a Committee appointed by Commission 8 during the Dublin IAU meeting in 1955.

The observations of the AGK3R stars were carried out with meridian circles at Bergedorf, Bordeaux, Greenwich, Heidelberg, Nicolaiev, Ottawa, Paris, Pulkovo, Strasbourg and two instruments at the US Naval Observatory. The program was a differential one based on the FK4 (Fricke & Kopff 1963), and the mean epoch of observation is 1959.0, being the observations begun in 1956 and essentially completed by 1963. Including FK4 stars, over 300,000 observations were made (see table 1). Important aspects of the compilation of the AGK3R catalog have been described by Scott (1967).

All results of the AGK3R program were reduced to the FK4 either by the observers themselves or at the US Naval Observatory during the course of compiling the final catalog. Whereas there are few FK4 stars fainter than apparent visual magnitude 6.5, 50% of the AGK3R stars are between magnitudes 7.5 and 8.5. There are proper motions for 20,194 AGK3R stars with average mean errors of ±0.0045"/year. The average mean error of the coordinates is about ±0.08", and the mean epoch is about 1942.
